Post-war reconstruction in Gaza requires a research-informed approach to prevent repeating past mistakes that increased Palestinians’ dependency on foreign aid, and therefore deepened Gaza’s dedevelopment. At the time of writing, Gaza’s political horizon remains uncertain. Nonetheless, planning for reconstruction is an urgent policy priority that must begin immediately and continue into the day after the war. To support coordinated and sustainable recovery and reverse the process of de-development, this policy report puts forward ethical principles for rebuilding within and across vital sectors in Gaza including higher education, and health, with a focus on principles that can guide ethical global engagement.

It argues for thinking innovatively to deal with war context challenges and increase health resilience among the population in Gaza and conflict-affected zones, when this ideal is lagging.

The author previously worked as a teacher in Gaza’s public schools and as a lecturer at 2 of Gaza’s universities, as well as in other roles in the Gaza education and HE sectors; she benefits from these experiences to put forward ideas that are agile and which could be adaptable to universities’ various departments and actors.
